Regional Centre of Continuing Training for the Local Public Administration – Bucharest (RTC Bucharest) was established in 1995 as a public, non-profit, self-financed organization with a multifunctional profile, including training activities, consulting activities, scientific studies and research, documentation and other specialized services for the local public administration and for other interested target groups (NGOs, private sector, professional associations).
Within more then 13 years of activity RTC Bucharest has delivered over 1800 short training programs for over 25000 participants and over 20 post-graduate programs for over 850 students in partnership with University of Economics Bucharest. By request, RTC Bucharest contracted over 350 dedicated training programs to fulfil specific needs of client organizations.
The courses are organized in a flexible manner, client-oriented. The presentations are provided by highly experienced and competent trainers assigned on a contractual basis (full time or part-time) but also by RTC Bucharest’s own experts. Lately, RTC Bucharest has adopted the long distance training methodology as a tool to provide knowledge and to share experience amongst a broad range of people. The main aim of the training courses is to transfer expertise to our customers in order to support the Public Administration Reform, Regional Economic Development and to implement best practices. The experts of RTC Bucharest have been involved in the drawing up of a number of about 50 manuals and guides for the use of the local authorities, such as: SOROS Twinning Guide, Guide for Communal Services Management (sanitation) PHARE, Finding of new income sources for the local budgets SOROS, Public participation in the decision making process RTI – USAID, etc.
RTC Bucharest is accredited by the Romanian National Council of Adult Education as Training Centre of Specialized Courses according to the Occupational Standards in the field of Public Administration and for developing joint competencies to various professional occupations.
The same National Authority granted RTC Bucharest the accreditation as Assessment Centre of Professional Competencies for Project Managers, since 2005, as recognition of its institutional capabilities proved by RTC Bucharest expertsin drafting and revising the Occupational Standard R38 for Project Managers and its expertise in Project Implementation.
In order to strengthen the institutional capacity of local administration and of the civil society, RTC Bucharest has acted either as a promoter, partner or as a subcontractor for 57 Projects with international funding. The list of the most relevant projects is presented in the Projects section.
RTC Bucharest provides a full range of support services for organizing national and international events (accommodation, transfers, preparation of materials and presentations, sound and video equipment, secretarial activities, translations).
Its strengths are:
- the partnership with the National Union of Romanian Counties, with the Association of Romanian Communes and the Association of Romanian Towns built over the course of the successful implementation of many projects;
- the numerous training coursed delivered all around the country and the expertise and good name we gained herewith;
- the availability to organise and to develop work in any location, at the client’s headquarter (transport means, mobile teaching equipment);
- the development of new training methods (e-learning) for the local public administration (project on leadership for presidents and vice-presidents of county councils);
- the competence and expertise of its outsourced experts who have been involved in many international projects.
